    ARP Act Provider Stabilization Subgrant Application

  • CCDF has funds available under the American Rescue Plan Act (ARP Act) to support Child Care Providers who face challenges due to the COVID-19 pandemic, and to stabilize the child care sector that rebuilds a stronger child care system that supports the developmental and learning needs of children, meet parent’s needs and preferences with equal access to high-quality child care, and supports a professionalized workforce that is fairly and appropriately compensated for the essential skilled work that they do.
    These grant funds can be used to help child care providers cover a variety of expenses including reimbursement of expenses incurred from January 31, 2020, through September 30, 2023:


    • Rent, mortgage, or utilities
    • Payroll, benefits, and staff bonuses
    • Staff training and professional development
    • Maintaining or improving your facility
    • Cleaning supplies and PPE
    • Consultations with nurses or other medical professionals to ensure a healthy environment
    • Mental health supports for staff and children


    Grant Requirements
    In order to receive funds, providers must be licensed, regulated, or registered under applicable state and local law; and satisfy the state and local requirements, including health and safety requirements outlined in sections 658E(c)(2)(1) of the CCDBG Act. (42 U.S.C. 9858c(c)(2)(I). We must be able to verify you meet these requirements.
    Providers must certify they will implement policies in line with guidance from the State, Tribal and local authorities, and to the greatest extent possible the CDC, not pay less than full compensation, including benefits, for each employee, and will not take action that reduces weekly compensation. To provide relief from copayments and tuition for families, to the extent possible, and to prioritized families struggling to make payments.

    This information will be kept confidential and may be used by ITCN CCDF to assess future grant amounts and assist with determining true cost of care. Please try to be as precise as possible. You will be required to certify your answers prior to submitting this application. See Procedures and Policies document for acceptable documents for submission. If in doubt, combine expenses into an expense category to develop the monthly total. This is required information and assists with determining the true cost of care and will determine your subgrant fund amount.

    Estimated Usage - Subgrant funds may only be used for the following categories. The following questions are in regard to how you plan to spend your TOTAL received grant funds. Describe, in detail, what you are going to use grant funds for (documentation will need to be submitted every 10 weeks to justify spending). Use the estimation calculator below to calculate your estimated fund amount. Use that amount to complete the following table. Divide the final total amongst your operation expenses and what you plan to use the funds for.

    The total grant amount will be divided into 4 total payments, disbursed every 3 months. ITCN CCDF will re-evaluate at the 3-month mark to adjust grant amount, if needed.

    Any other materials, goods, or services necessary for operating your center.
